The agenda for tonight’s OS City Council meeting lists “council action” under executive session, regarding filling the vacant council seat (after Jon Martin became mayor). However, the RCW cited notes an executive session (held in private) is permissible “To evaluate the qualifications of a candidate for appointment to elective office. However, any interview of such candidate and final action appointing a candidate to elective office shall be in a meeting open to the public.”
From the agenda:

Our council selection process is still abominable and unethical. It could have been made better when it went under review a few years ago, but it wasn’t. At this point will it even matter who is selected?

You are right, it will matter little if at all. The voting majority is unlikely to choose to appoint someone who does not reflect their thoughts and agenda. Human nature is what it is and we just went through a contentious election, a main feature of which had to do with choosing up sides. As someone once said, “be careful what you ask for, you might get it”.
