Paula Gratzer, whose LinkedIn profile states she is a clerk at Ocean Shores Golf Course since 2014, was highly critical of Councilman Frank Elduen at this week’s City Council meeting. In the public comments section, Gratzer said her public records request showed Eluden emailed the Rebound report — not an internal report, by the way, but a publicly-accessible investigation by a Seattle nonprofit that was highly critical of golf course operator Curt Zander’s low-bid and failure to pay “prevailing wages” on repairs on the course he leases from the city, among many other accusations — to his personal email address. “Within minutes of him sending the rebound report to himself it was published on social media. Was it a coincidence? I don’t know….He has refused to answer my questions about his involvement in the Rebound report not once but twice. … for a council that wants to be more open and transparent, I find his action to be unethical and detrimental to achieving those goals. and if he’s guilty of those things, I’m asking him to step down.”

Paula, the Golf Cart Warrior, has zero credibility after her shameful actions- screaming from her golf cart to the the Flag Day parade attendees that some on the city council wanted to bulldoze the golf course and build houses on it. This is more mayoral deflection pure and simple.

I applaud Frank for exposing another crooked deal involving the Mayor and the illegal actions of Zander and maybe even you but you already provided everyone with your attitude. Seems to me that transparency occurred when the report was published for the public to read, perhaps this is more about not liking criticism of how the golf course is operated and opportunities to change for improvement. As a new resident I am disappointed in the whole golf course subterfuge created in a Trumpian mold to disparage political opponents, it tells me two things, you don’t have enough positive leadership to offer and you think that voters are gullible enough to fall for your Kabuki Theater. Nice try.

Publicly-accessible investigation, so what! Moreover, what part of publicly accessible I’m I not understanding. Councilman Frank Elduen has been targeted by the amigos, because he does not go with the spending policies of the current mayor. Councilman Frank Elduen is a fiscal responsible represent in the council that protects the average taxpayer ocean shores, and was voted in by the people. It is just a smear campaign brought on by the amigos.

My complaint against Mr. Elduen has nothing to do with politics. It has everything to do with the lack of ethics by a city councilmember(s). Miriam Webster of Rebound never made 1 single public records request but she received a lot of information. Some complete … some not. So who spoon fed her information and or documents? She never called the golf course or City Staff. That report was a smear campaign against our City and Mayor and because the golf course property is owned by the City, those involved in the initiation of the report didn’t give one hoot about throwing a small business operators under the bus in the process. Do some things in our City need to change? Maybe. Were mistakes made? Yes. Were mistakes corrected? Yes. Bottom line if nothing changes or Elduen does not accept responsibility for his actions in the release of this report to Patric Hayes to post on FB then he needs to step down, I stand by my opinion. I would hope that City Council will strengthen their City Council policies and Code of Ethics and at least sanction Mr. Elduen. Remember, I asked him twice what his involvement was and he ignored me. When I asked Patric how he obtained the Report he said he had contacts. I think they are bout Out of Bounds in their actions.

How would you know who made what public records request much less what was complete or incomplete? Do you have access to special insider information that you slanderously accuse others of?
You want the council open and transparent, but not with anything that may shine a poor light on what’s going on at our golf course. According to the report, there are several serious issues that have not been addressed for years. That’s ok with you? You obviously have no idea of the rules involved with performing a public works project. It’s the taxpayers money, which means you have to follow Davis Bacon. You must provide certified payroll, you must use certified, licensed contractors, you must pay prevailing wage.
Turf care did not follow these rules. It was not a mistake, as you have to take the classes to be able to do public works projects, where all of these topics are covered, LNI takes a very dim view with unlicensed, unqualified trades people doing this work. He was caught and cited for several issues. He paid the fines, even though he had every right to appeal. Has it ever occurred to you that the prevailing wage program (LNI program) and eventually Rebound got the information from LNI public records?
I know it does not fit your agenda, but from where I sit, as a resident, taxpayer and voter, I feel you are pushing this bull to keep the heat off of the mayor and the mistakes she has made. You and the Dingler four, are doing their best you can to drag an honest persons name down while corruption runs ran rampant with the lease agreements not being followed, Turf care not being a qualified bidder per the city requirements for this project, and right up too bid rigging with the city to make sure he got the job.
Please remind me again who’s the unethical party? I will give you a hint, it’s not Council Member Elduen.

I think more good can be done by commenting on or attacking the stated positions or actions of individuals without attacking the individual themself or name calling. Lord knows there are enough wrong things going on to keep a pack of attack dogs panting without increasing their workload with personal attacks. The very best thing that can be done to combat the wrongs is to make as many people aware and urge them to participate in their own destiny; this thing won’t work right without that.

The Rebound Report and those stupid people on council who support it, is partial information, one sided and ignorant. They are calling a smear campaign transparency, only idiots do that and only idiots believe it. Kool aide, serving and drinking. The political climate here is disgusting and we can only hope we get some professionals on the council soon. Diversion, politics and smear campaigns are to take your focus off what they are doing wrong. How about the votes against the golf course and moratorium on evictions for businesses? Clearly they never learned to play in the sandbox, and that was kindergarten, a long time ago for all of them. This is meant to be anonymous, I don’t need the kindergarten gang pointed at me.
