O.S. law: “Consumer fireworks may be discharged within the city, in the area noted in Section 8.12.025, only on the second and third of July between the hours of noon and 11 p.m. and the fourth of July between the hours of noon and midnight … or as provided in RCW 70.77.311 or as otherwise allowed by this chapter.”
